Data Literacy Association (DLA) Has Been Established in Turkey!

In Turkey, The Data Literacy Association (DLA) was officially established on 20 July 2018 in Istanbul with 8 people, aiming to add skills in data literacy, analyzing data and creating value from data.
Member recruitment has started for DLA, which was established by the data team composed of 8 people who have either written a thesis or master and bachelor graduates in the fields of Open Data, Data Journalism and Data Visualization. DLA data team consisting of Pınar Dağ, Sadettin Demirel, Ayşegül Engür, Kübra Sultan Yüzüncüyıl, Gökhan Bayraktar, İrem Oran, Yasemin Akbulut and Hazal Engin; is open to anyone who both wants to produce a project, and wants to to contribute to the development of versatile use of data in Turkey.
In our world where data is becoming more important every day, the Data Literacy Association (DLA) is working on areas such as data literacy and its sub-categories as data governance, open data advocacy, open data, open license, data ethics, open government, open access, open source culture, data journalism. It also aims to introduce these areas correctly and to form a solid literature by studying areas such as visualization, data science, data mining, data validation, data analysis, statistics, blockchain technology and verification and transparency of algorithms.

Efforts to improve technical and legal aspects of the barriers to access to information and rapid access to databases of governments, public institutions, non-governmental organizations, universities, enable an increase in the quality of knowledge as well as it provide more opportunities for solving a problem.
Many institutions in the world view that societies capable of creating value from raw data are more likely to benefit the economic development, community health, quality of education and public interest as well as the accessibility of data both as legally and technically. In this context, DLA recognizes that data literacy affects quality of life in developing societies positively, namely ‘Arithmetic Literacy and Information Literacy’, the ability to use and analyze data. Besides, they believe it is important that a data literate should be able to determine how to read the data, how to access information, how to access the data in different ways, how to improve the ability to ask questions and get answers and to be able to transform the scope of the task of finding out specific outputs in the verse to the person’s own personal workspace, to be comfortable while working, and to be able to do basic statistical analysis. Thus, they shape the establishment of the DLA on this basis.
“DLA aims to take permanent steps towards data culture in Turkey”
DLA is working on a permanent data literacy network that can be used by young people, students, academics, programmers, journalists, researchers and other community representatives working in partnership with non-governmental organizations, government agencies, private institutions and universities.
With the network of data literacy that they will established, DLA aims to develop partnerships with similar organizations that actively operate in the world as well as it aims to take permanent steps towards data culture in Turkey by organizing trainings on data literacy, workshops, data literacy conferences and events.
Future DLA Projects
The DLA projects to create the infrastructure to develop further between December 2018 and December 2019; “Turkey Local Open Data Index Project, Compact Data Project, First Data Journalism Conference, Literacy E-Learning Project Data, Open Data Advocacy Project for Civil Society and DLA Members.”
Turkey Local Open Data Index Project
The Local Public Open Data Index will be established, where the data that the local governments publicly share with the public will be examined according to certain criteria. We will classify the data that the municipalities and local governments clearly share in the public to measure transparency and accountability according to specific categories. With the index to be created, it will be examined how data sharing is shared between the municipalities, in which subjects, at what intervals, and how the data is shared using a technology.
Tidy Data Project
Compact analysis of the data will be shared publicly and the public data scattered in Turkey will offer specific solutions to be made public. In addition to this, an API for public data is opened and opened, and an open database service will be provided.
Data Journalism Conference
The Data Journalism Conference, in which academicians and media members can participate, will be organized to discuss theoretical and practical work on data journalism. Activities will be organized to bring together the academic and media sectors, particularly integrating news centers into data-driven journalism, the income model of data reporting, the relationship of journalism to open data and data literacy, data ethics.
Data Literacy Online Training Project
An online Data Literacy project, in which young people, students, journalists and civil society representatives can participate, will be organized. Online training will be based on data journalism, open data, data visualization and data ethics. Education will be available to everyone.
Open Data Advocacy for Civil Society and DLA Members Project
The project, which will be developed with the aim of strengthening capacity for DLA members and NGO representatives, will carry out open data, open data law, and practical work towards open government laws. Improving open communication / advocacy skills of NGO representatives and strengthening the transparency and accountability mechanisms of these NGOs will be made permanent through the open data training catalog.
